Following a period of sustained growth during which they were able to consolidate their industrial capacity, in 2009 Bouygues Energies & Services and its subsidiary Axione, together with major partners, set up Axione Infrastructures, the 1st financial vehicle entirely dedicated to investments in Public Initiative Networks (PINs).

The shareholders in the holding company Axione Infrastructures are the Caisses d'Epargne FIDEPPP investment fund (55%), the Caisse des Dépôts et Consignations (30%) and Bouygues Energies & Services/Axione (15%). Axione Infrastructures currently covers 11 Délégations de Service Public or DSPs (concession-type contracts).

In July 2014, we achieved a new milestone.

For the 1st time in the French and European digital sector, Axione Infrastructures launched a bond issue guaranteed by the European Investment Bank (EIB).

This innovative funding method consolidates Axione's long-term industrial strategy and will enable it to support many local authorities tasked with improving provision of digital services in their areas.

Axione Infrastructures shareholders:

  • FIDEPPP FCPR (Fonds Commun de Placement à Risque) is an investment fund owned by Groupe Caisse d’Epargne and Natixis. It is managed by MIROVA and is dedicated to Public-Private Partnerships (PPPs). It is a key partner as all divisions within Groupe Caisse d’Epargne are closely involved in financing the French public sector at local level. The decision to make FIDEPPP FCPR a shareholder in Axione Infrastructures is fully in line with the strategy that FIDEPPP investors, and Groupe Caisse d’Epargne more generally, have been implementing for many years with regard to economic and social development and financing French local authorities. 
  • CAISSE DES DEPOTS ET CONSIGNATIONS has a long history of working in partnership with local authorities, particularly in relation to their investments in core networks. Its Regional Digital Development Department was set up to implement the government funding policy for developing information and communication technologies (ICT). The CDC has been appointed by the French government to carry out a range of tasks relating to aggregation and service infrastructure and usage.
